Luke Wagner

Luke Wagner is Co-Founder and CEO of Neomatter, a Y Combinator F26 startup building the operating system for in-house legal teams.
Luke earned a BSc and was set to start med school before cancelling those plans. Three days after finishing his degree, he flew to San Francisco with co-founder Luke Mainwaring and rented a cheap room in the Tenderloin.
Running low on money a month after arriving, the two earned a Y Combinator interview and were accepted. Before building, they spoke with over 200 in-house legal teams to understand where AI could change lawyers' work.
Neomatter is backed by Y Combinator and publicly launched on October 15, 2026. Luke leads the company from San Francisco alongside CTO Luke Mainwaring.
Neomatter picks up legal requests from email, Slack, Teams and Salesforce and completes the work before a lawyer reviews, approves and sends. Its goal is to free in-house counsel from repetitive tasks so they can focus on judgment.
